The Sunshine Act provides several reasons a board may meet privately to discuss district business. Those reasons can be remembered by using the acronym CLEAR for:

1.4. Citizens Speak -
The Board requires that public participants be residents or taxpayers of this district or anyone representing a group in the community or school district; any representative of a firm eligible to bid on materials or services solicited by the Board; any district employee; or any district student. All individuals wishing to participate in a public Board meeting shall register their intent with the Board Secretary in advance of the meeting and shall include the name and address of the participant, topic to be addressed and group affiliation, if applicable. Participants must be recognized by the presiding officer and must preface their comments by an announcement of their name, address, and group affiliation if applicable. Each statement made by a participant shall be limited to a specified number of minutes duration. No participant may speak more than once on the same topic, unless all others who wish to speak on that topic have been heard. All statements shall be directed to the presiding officer; no participant may address or question Board members individually. |

2. RECOGNITION
|
|
2.1. Bryce Collins captured the Junior National Freestyle Championship and earned a runner up finish in the Junior National Greco-Roman Championship in Fargo, North Dakota. With these performances Bryce became the first wrestler in Canon-McMillan history to reach the national finals in both freestyle and Greco-Roman at the Junior National Championships.

2.2. Marlee Solomon continued her remarkable success by winning the U20 Pan American Championship in Rio de Janeiro, Brazil, followed by a Junior National Freestyle Championship in Fargo, North Dakota and capped off her summer by winning a U17 World Championship in Baku, Azerbaijan. Marlee is the first female wrestler in Canon-McMillan history to win each of these events.

From the Canon-Mac Girls Youth Lacrosse Association, a lacrosse wall to be installed by the stadium with an approximate value of $10,000 to $15,000 to become the property of the school district.

To approve the contracts, agreements, and quotes, as presented.
1. Quote with Securly effective August 11, 2026 through August 10, 2029.
2. Agreement with The Stepping Stone Group effective August 13, 2026 through June 30, 2029.
3. Agreement between the School District and the Canon McMillan Girls Youth Lacrosse Association, INC., with respect to the construction by the association, at its sole cost and expense for installation of a LaCrosse Wall at the stadium, as presented.

Recommended Motion(s):
To approve the Superintendent, Deputy Superintendent, Assistant to the Superintendent, and Board Member travel to local, state, and out-of-state conferences as related to the best interests of the school district. All travel would be within the parameters of the budget.

To approve the following student trips with the understanding that if the Secretary of Homeland Security issues an alert or advisory or the DOH, CDC, or PDE recommends cancelling events due to health and safety issues, the Superintendent has the authority to cancel any or all of the trips to preserve the health, welfare and safety of our students and staff:

To approve the purchase of a washer/dryer for CIS out of the cafeteria fund in the amount of $1,999.00.

Recommended Motion(s):
To approve the bus, van, monitor routes for the 2026-2027 school year, with adjustments to be made as needed throughout the school year, as presented.

To approve the change order for the new Wylandville Elementary School as follows and as presented:
1. Change Order GC-4 - Massaro Corporation for a deduct of $17,202.00

6.14. Revised Tax Resolution
Recommended Motion(s):
To adopt the following revised resolution with regard to Taxes:
WHEREAS ... Pennsylvania school districts needing to increase taxes are limited by Special Session Act of 2006 to an index set by the PA Department of Education; and
WHEREAS ... the District desires to increase its tax millage rate for the 2026-2027 index, the millage will be increased from its current rate by .4230 mills which is within the allowable 2026-2027 index.
NOW, THEREFORE, BE IT RESOLVED ... that a real estate tax is levied and assessed at the rate of
13.8490, or $13.8490 on each $1,000 of assessed valuation of taxable property for the 2026-2027 tax year.
FURTHER, BE IT RESOLVED ... that a 2% discount be granted on taxes paid on or before September 30, 2026; and
FURTHER, RESOLVED... that taxes paid between October 1, 2026 and November 30, 2026 shall be paid at face; and
FURTHER, RESOLVED... that taxes paid on and after December 1, 2026 for the fiscal year beginning July 1, 2026 shall be subject to a penalty of 10% of the face amount thereof; and
FURTHER, RESOLVED... that all other taxes imposed by the District for the 2026-2027 tax year shall remain in effect as previously resolved.
In the event of passage of SB1125 , the Business Manager is authorized to eliminate the penalty period prior to ordering the tax bills.
