The Board of Leadership and Administration recommends approval of the agenda for the August 13, 2026, KCSD Board Work Session Meeting as presented. Per Board Policy 006: The Board may deliberate or take official action on matters not included in a posted agenda only under the following circumstances: Emergencies - The matter of business relates to a real or potential emergency involving a clear and present danger to life or property. Business Arising Within Twenty-Four (24) Hours Prior to the Meeting - The matter of business has arisen within twenty-four (24) hours prior to the meeting, is de minimis (minor) in nature, and does not involve the expenditure of funds or entering into a contract or agreement. Business Raised by Residents or Taxpayers During the Meeting - When a matter of Board business is raised by a resident or taxpayer during a meeting:
Majority Vote - During a meeting, the Board may add a matter of business to the posted agenda by a majority vote of the school directors present and voting. The reason for adding an item to the posted agenda must be announced at the meeting before conducting the vote. Once announced and approved by majority vote, the Board may take official action on the item of business. The agenda shall be amended to reflect the new item of business and the amended agenda shall be posted to the district’s website and at the administrative office no later than the first business day following the meeting at which the agenda was amended. The unanimous consent procedure may not be used in place of majority vote for this purpose. With the recommendation of the administration, RESOLVED, that the Keystone Central School District Board of Directors approve the Title I Interdistrict Agreement with Jersey Shore Area School District for the 2026-2027 school year.
The Keystone Central School District will provide Title I services to one eligible student residing in the Jersey Shore Area School District and attending Lock Haven Catholic Academy. Services will include small-group reading instruction provided by a Title I reading specialist, funded through the approved equitable share allocation of $1,371.50, plus $14.00 for parent involvement activities.

With the recommendation of the administration, RESOLVED, that the Keystone Central School District Board of Directors approve the Title I Reading Program Agreement with St. John Catholic School for the 2026-2027 school year to provide remedial reading instructional services. Through this agreement, Amy Clark, educator at St. John Catholic School, will provide Title I reading intervention services to eligible students in grades K-5. Students will receive individualized small-group reading instruction three to five times per week, focusing on foundational reading skills, fluency, vocabulary, and comprehension. The total cost of services is $5473.76, payable upon completion of the 2026-2027 school year. Paid through Title Grant. |

4.E. Science Books for CMMS/Bucktail
Description:
With the recommendation of the Administration, RESOLVED that the Keystone Central School District Board of Directors approves the purchase of Science textbooks for Central Mountain Middle School (CMMS) through the Elevate Science program by SAVVAS. This recommendation was reviewed by the Curriculum/Co-Curriculum Committee and is being brought forward to the full Board of Directors for approval. Option 4 (Grades 5-8):
Dr. Angelo Picerno and Dr. Megan Hull provided a presentation to the Curriculum/Co-Curriculum Committee regarding the recommended science resources. Dr. Picerno provided additional background information regarding the need for a resource that supports the updated science curriculum and aligns with the Pennsylvania STEELS Standards. Over the past several years, middle school educators have reviewed and utilized a variety of supplemental resources, including Scholastic Science World Magazine, iExplore Science, and teacher-created resources, to support science instruction. While these resources have been valuable, the team identified a need for a core instructional resource that presents essential science concepts in an organized, student-friendly format. The middle school team found that the previous SAVVAS science textbook series provided a strong foundation for presenting core scientific content clearly and concisely. SAVVAS has since developed an updated version, Elevate Science, which includes updated graphics, refreshed content, and a stronger emphasis on phenomena-based instruction. The Elevate Science program aligns with the district’s updated science curriculum and supports the phenomena-focused instructional storylines developed by teachers. The resource will also assist teachers in addressing the required content within the Pennsylvania STEELS Standards. |

The student handbooks and the Extracurricular & Interscholastic Sports Handbook have been reviewed and updated. The Administration recommends approval of the revised student handbooks. The Board will review and consider approval of the student handbooks and the Extracurricular & Interscholastic Sports Handbooks for the upcoming school year. The handbooks outline student expectations, rights and responsibilities, attendance requirements, disciplinary procedures, and other important information for students and families. Each handbook is reviewed annually by building and district administrators to ensure the information is current, reflects any changes in Board policy or state guidance, and accurately represents building procedures. The review process also provides an opportunity to clarify language and improve communication with families. There were not many changes made to the handbooks this year other than trying to make them more concise. The 2027-2028 Student Handbooks will be reviewed by the Curriculum Committee prior to being presented to the Board for approval.

The Board further authorizes reimbursement from the General Fund for the conference registration fee and reasonable hotel expenses associated with attendance, in accordance with district policy.

5.E. Copier Lease Agreement Renewal

With the recommendation of the administration, RESOLVED, that the Keystone Central School District Board of Directors approve the new five-year copier lease agreement and authorize the purchase of four existing copiers for approximately $7,293.86 The District's current five-year copier lease agreement has expired and requires renewal. The existing lease included 17 copiers located throughout the Administration Wing, school building offices, and the Career & Technical Center (CTC) at an annual cost of $30,764.52, or $153,823 over five years. Following a comprehensive review of copier usage across the District, administration negotiated a new five-year lease that better aligns equipment with operational needs while reducing overall costs. The proposed agreement includes the following changes:
We are proposing a new 60-month lease to upgrade the Admin fleet. The current lease is $2,563.71/month and will decrease to $1,677.14/month, saving the district $886.57/month while keeping functionality as needed. This is an annual savings of $10,638.84 and a 5-year savings of $53,194.20 This recommendation reduces the District's long-term leasing costs, right-sizes the copier fleet based on actual operational needs, and positions the District to manage all leased copiers under a single agreement in the future.

This is the cost for the annual programmatic update for the Ripple Effects program that we use at the middle and high school levels. Ripple Effects is an online student support program that provides individualized, age-appropriate lessons to help students build skills related to behavior, decision-making, problem-solving, school engagement, and positive relationships. Staff can assign targeted lessons based on student needs, making it a flexible tool to support student success both academically and behaviorally. The cost is budgeted and covered by Title 4.

With the recommendation of the administration, RESOLVED, that the Keystone Central School District Board of Directors approve the IDEA 611 (agreement pending) and IDEA 619 agreements, as presented, to provide grant funding to support and enhance the School District’s Special Education Department. IDEA 619 - Early Intervention IDEA 611 - Special Education The formal IDEA 611 agreement has not yet been received. While the preliminary allocation is not expected to change significantly, the final allocation remains subject to PDE approval. These grant funds will support and enhance the District’s Special Education Department and help ensure that students receive the appropriate educational and related services required under IDEA regulations to meet their individual learning and developmental needs. . |

The Human Resources exhibit includes the recommended leave of absences, employment, transfers, resignations and retirements. Existing positions will be identified as filled due to vacancy and any newly added position will be identified as new position. Employee leave—whether medical, personal, disciplinary or otherwise—can imply sensitive personal information about an employee’s health, family, or personal circumstances. Publicly posting the employee’s name could inadvertently disclose private details protected under laws such HIPPA or ADA. Even without specifying the type of leave, others may be able to infer private details based on timing or patterns if names are listed. By using an employee ID, the district ensures transparency of board actions (e.g., approving leaves) without the risk of violating confidentiality provisions.
